Excellency,

Immediately, in the aftermath of the stalled Khartoum III meeting between the Transitional Federal Institutions and the Union of Islamic Courts, the Transitional Federal Parliament undertook a peace mission to Mogadishu in order to avoid military confrontation between the two sides. After extensive discussions with the leadership of the Union of Islamic Courts agreements have been concluded on the resumption of the Khartoum talks scheduled on mid December 2006 for the resolution of the political and security issues. The results of the mission were discussed also with the neighboring countries, namely Kenya, Djibouti, Yemen, Sudan, League of Arab States as well as the representatives of the International Community based in Nairobi , seeking their advice and assistance.

I believe that we had stood good chance for the resumption of Khartoum talks and achieving agreement on intra-Somalia dialogue for peaceful resolution of the Somali problem, thus avoiding war and bloodshed.

However, we are witnessing in the last few weeks that the Somali’s peace and security situation has deteriorated drastically, by the Ethiopian Government’s decision to declare war on Somalia, sending its troops into Somalia to control Somalia and to engage in offensive military actions against Union of Islamic Courts and the elimination of their forces.

This action is clear violation of Security Council resolution 1725 (2006) which prevents from those states bordering Somalia to deploy troops to Somalia. It also violates the sovereignty, Territorial integrity, political independence, and the unity of Somalia.

Excellency,

In order not to allow further deterioration of Somalia’s peace and security and to minimize the suffering of Somali people and avoid destabilization of Somalia by external actors causing further internal bloodshed (clan retaliation and civil war). I, believe the immediate and full implementation of the Security Council resolution 1725 (2006) is required including :

  • Call upon all parties to the present fighting to ceasefire and terminate all military activity.
  • Immediate withdrawal of Ethiopian forces and replacing them with approved African peace mission in Somalia.
  • Call upon parties concerned to start immediately, after the ceasefire, the negotiation to achieve political settlement through peaceful and inclusive dialogue among all Somali’s.
  • Work towards the realization of broad-based and representative institutions and of an inclusive political process.
